Horizon Europe: Framework programme for research and innovation 2021–2027 15-05-2019 In June 2018, the European Commission proposed a total budget allocation of €100 billion to finance science, research and innovation projects during the 2021-2027 period, of which the vast majority, €94.1 billion in current prices, would be allocated to the Horizon Europe framework programme.

H2020 followed on from the EU’s 7th framework programme for research and technological development and demonstration activities, which ran for the 2007-2013 period. European Commission proposed the framework programme (FP ) for research as a strategic tool to manage the adoption of research programmes in a more coherent way. Although no Treaty articles provided a clear legal basis for the adoption of these programmes, the first framework programme (FP 1) was adopted in 1983.
